Russia’s official news agency Dmitry Peskov has said that Russia is ready to hold talks with Ukraine in the Belarusian capital, Minsk, as Russian troops arrive in Kiev on the second day of the Moscow invasion, Russia’s official news agency reports. It is also reported that a number of conditions must be agreed upon, including certification.
